There are always going to be statistical outliers. In general though, penis sizes are going to be across a range. I'm sure a lot of people have specific instances of the outliers. For example, one of the largest penises I've ever seen was on a guy that was about 5'5" with an average build. A 7'+ tall male might very well have an above average size penis, which would be proportional to the rest of his body, but it's possible it could go smaller or larger too.
